Normally, I'd say add body fat. But if you want thinner legs at the same time, that's less easy.
I'd do exercises that focus more on glutes themselves, like deadlifts. But if you actually want results, you'll probably need to add diet (bulking and cutting, along with adequate protein) to the mix.
