Am I healthy or fat? And what are some tips for losing weight?

My body fat percentage is 27 and so is my Body Mass Index... I'm 17, 5'4", I weigh 153 pounds, and my bust-waist-hip ratio is 33-31-40... I've been trying various diets and I go on brisk walks every afternoon and I've already lost 12 pounds since February but my goal is to lose another 8 pounds... so I'm wondering: Am I fat and need to do more? Any suggestions or tips?
