I want it to be really perky and rounder. I'm thin but curvy, just A bit out of shape but generally fit and I have big hips and a great figure/shape to start with. I just want that little extra volume back there! What can I do to amp up the fat back there and enhance muscles too?
Getter a bigger, rounder, and firmer butt is a matter of causing hypertrophy in your glute muscles. Simply put: Make them bigger with proper and specific training.

try squats. or you can do what my roommate does. she says she will take me to the doctor and take one of my butt cheeks. ;-)
Ask your parents for different genetics.
Brazilian butt lift or u can get a gym membership
Eat a lot of Mexican food
Eat more and do butt exercises
