No one needs to use SO MUCH paper they need to flush almost 10 times and take 45 minutes?! This is ridiculous. If it is that messy it sounds to me like you are not making healthy number twos.
What is your diet like? Are you grossly overweight? If yes to these then you need to address these issues first. Eat healthy, exercise, don't fill your body with junk that comes out like fermented sewage - sh*t ain't pleasant at the best of times but this does not sound normal.
If no and it really is that messy perhaps you should consider actually washing with soap and water after you go - if you are going in the morning this shouldn't be a problem. All that wiping cannot be good for your skin.

I think you
a. need more NSP in your diet (dietry fibre, cereal, bran, wholemeal etc)
b. this sounds odd but maybe get your ass vacumed (not sure if that's the techincal name for it, its when you get a tube in your arse and it sucks out all the excess sh*t in there, it clears your passage and may help with the problem (it won't be the most pleasant experience)).
c. try some baby wipes, they are like moist toilet roll, they can make it easier to wipe yourself more efficiently and less painfully. it won't damage your skins as much as rubbing it raw with toilet roll.

I hate to be blunt, but that's really disgusting. You should keep an eye on your diet and drink more water. Also... As others have said, eat more roughage. For instance, replace your white bread with the natural wholegrain kind, and eat cereal (not the sugary ones, mind you) more. And when you have to go, just USE THE BATHROOM regardless of what your neighbors will say. If you hold it in you'll most likely get constipated, and going only once a day is not healthy at all, you're keeping all your toxins inside your body.
