After she makes eye contact for a while and smiles can I walk up to her and introduce myself?

This happens a lot and I know I should approach a girl after we make eye contact and she smiles but I never know what to say. Like for example I was at the library on campus using a computer last week and this girl sat across from me and I kept catching her looking at me. She looked away pretty fast when I caught her a few times so I think she was checking me out. I wanted to start talking to her but had no idea how to break the ice. So when something like that happens can I just go up to her and say something like:

"Hi I'm Joe Bob , what's your name?"

And then take it from there. Or would that be really random?

Well eye contact is the first step, and the smile is the go ahead. It's usually a good I idea to start the conversion on something you have in common. For example the girl at the library you could ask her what she was reading and the tell her your favorite book and get the conversation going that way. Or say you see a girl you think is cute at a coffee shop, talk about coffee and go from there.

I would personally prefer something light before a guy introduces himself. For example, you were at the computer. Maybe make a joke about how slow the computer is or something and see if she reacts and seems interested in chatting. I would personally be uncomfortable if someone just introduced themselves out of nowhere.

But what if you were attracted to the guy and were throwing body language signs for him to start talking to you? Would it matter what he said in that case?

I just think introducing yourself right away would make it awkward. Even if I thought you were attractive.
