How come he says we will talk tomorrow, then I don't hear from him?

I have been dating this guy. I like him a lot. It is nothing serious though. He lives over an hour away from me so we do not hang out as much as we would like. Also a lot of our communication is through text even though I know it is not the best way to talk. This weekend I texted him just seeing how he was and he said he wanted to hang out this week. I said I did too. He said we would talk tomorrow and figure out a day. Well tomorrow has come and gone and I have not heard from him. I thought he was gonna contact me because he said it. I don’t know if I should wait for him to contact me and if he doesn’t forget about him, which would be hard. Or if I should contact him, but I don’t want to be annoying I was the one that text him over the weekend. It’s still only the day after he said we should talk but I hate waiting what should I do?
