He likes me, but not enough. Should I say goodbye to him or keep him as an option in the future?

He is sweet and kind and very honest with me. We went out couple of times and we kissed. But he says his life is a mess right now and that he is emotionally unavailable. He told me about all his problems and some are really rough. Exhaustion and depression is written all over his face. He says he enjoys my company and that he has some feelings for me, but that he can't give me what I deserve right now. That he doesn't want to hurt me or himself because he's anxious that he will. He said that he would still like to keep in touch but understands if I don't want that. He never pressured me for sex or any intimacy (although he said he could kiss me forever). He started going on a therapy and is trying to get his life in order.

We've known each other for few months and he did everything right, real gentlemen. But it's obvious that his behavior doesn't come purely from his emotions but more because he's genuinely good, disciplined person.

I really don't know what to do. I'm afraid I might hold onto false hope if we stay in touch, but I also fear that I will lose a good opportunity if I say goodbye and move on... if only I waited a bit.

P. S. I've already fallen for him.
