first off consider how you would want to be approached and try to apply that to how you approach men. We may have a penis and slightly different bone and muscle structure but were running on the same software as women.
Personally I would like it if a girl just approached and made small talk about anything, weather, sports, movies, music (music will always work I can't think of anyone who hates all music) and then once you've chit chatted about some type of mutual interest. Just come right out and say "I think your really cute/good looking/hot could I get your number?" or any kind of variation of that.
You could also directly compliment his looks. Guys don't get compliments often compared to how often girls usually get them, so when we do get them, we notice and we remember. Go straight for what you mean too, tell him "you have pretty eyes" and then stare him right in the eye and really throw some cutesy eyes in there. Some guys suck and catching signals but something like that will at least have him wondering "Maybe she likes me?"
Well, we're not used to being hit on to be honest... So you're gonna have to be direct. Otherwise the guy will most likely assume that you're just looking for a way to the bathroom or something.
First thing you say has to explain the situation - "Hey, you're cute!" should give him the right idea...

Just be open, friendly, positive, and smile. Be honest and direct; men HATE mind games and crap that women play. Most women don't hit on men whatsoever, but most men are open and engaging to the idea of it (and previous polls on GAG have proven this with a 90% acceptance rate towards it).
I would honestly feel flattered, but it highly depends in the type of guys you are interested in.
My recommendation would be for you to try engaging casually first and see how everything goes.
