I've just become exclusive with the guy I've been talking to for months. He invites me over to smoke with him or nights out quite a few nights a week now. But one of his friends just told me that he was flirting with his girlfriend's friend who he met the other night and "thought she was pretty". Apparently he also went into a room with another girl at their house party which I didn't go to. Is he 'cheating' even though we're not in a relationship?

Sounds like a cheater.. If he's doing that in the honeymoon period, which it sounds like, he won't be any different if you get into an actual relationship with this guy. I personally wouldn't be with him. He sounds like bad news :(

Honestly, it has nothing to do with you, but what you allow. A man will only do what you allow him to do. If he's doing things to be unfaithful; he knows you won't leave. The reality is women have options, and men don't. What he won't do; someone else will. I don't know the total amount of time y'all have been talking but don't let weeks turn into months, and months turn into years of you putting up with the bare minimum because of comfort, fear of being alone, etc.

Hurt and confusion shouldn't be a feeling that you feel in a relationship. If his friends are willing to give you insight and information on the things he's doing then stop wasting your time. Sleeping peacefully at night is a thing.
