He said he doesn’t know what we are but he wouldn’t want to see me with someone else, is he playing with me?

So me and this guy been talking for 2months, the other day i asked him “what are we” he said that he doesn’t know but he wouldn’t want to see me with someone else. At the very beginning i told him that i want a relationship and that if he just wants to use me for sex, he can leave. He was like “lets get to know each other first”. Its been 2months, he hasn't taken me out on a date, only place we been that wasn’t a hotel room was a park. I blocked him twice, he keeps coming back. He lives 1hour and 30mins away from me, he comes visit every week or every 2weeks. He opened up to me about his mental health and other things. He keeps saying that he cares about me and that he really likes me. When i call him, he never picks up. He messages me all day, and calls twice a day. I don’t know why he won't take me out on a real date. He doesn’t seem to have a girlfriend, i asked if he likes someone else, he said “no”. He been saying that he is trying to be better. We talked about having kids in the future, he said he wouldn’t mind me having his baby and that id be a good mother. He is confusing me. Is he playing with me?
