Guys, Do guys reject sex with a girl they used to like and kind of still like at least at a physical level? Reason for rejection, I can't understand?

I am a female 25 years old. I dated a guy last year for just 2 months. I was really shy and we didn't even have a proper kiss. We started arguing because I was too jealous I was unexperienced about the dating world. The thing is althrough the year we kind of kept on flirting but we never met again (we live just a few blocks away... pathetic) in November, last year I told him to have sex. Just that. He told me he just stopped being attracted to me and he was really sorry and that he didn't want that to himself (he told me this after all the fights along the year..) the thing is I tried to meet domeone new and I contacted someone who already had a relationship (in march and April, this year we had intercourse) as he has a girlfriend and asked him for sth casual he just ghosted me. Like 4/5 months since we haven't talked. The thing is in April this year (when I was kind of hooked up to this guy in a relationship) the former and first guy I dated (the one I started talking about above) told me to be friends with benefits. At this point I just wanted sex. I really didny want a relationship. I agreed. He said "okey :)". And then NOTHING. I invited him to my house and he made excuses.. when I confronted him about this he told me he was really lazy. Yesterday (after 4/5 months of this) I asked him if he wanted to be my friend with benefits.. I just thought.. well he asked me this first so it is not like he really stopped being attracted to me like he said November last year. He answered "yes: but "you know woman, I am really lazy, I lack initiative". And really from a guys perspective.. does he really need to make such a huge effort to fuck me? He just proposed this to me 4 months ago and it ended in nothing. What's wrong with me? He is not a fuckboy.. nor dating anyone at the moment. What is it that makes him have this lack of "initiative?" . We live like 15 minutes away by feet. Is it lack of interest? He asked me first. He also agreed this time.
