If someone says "let me take you out to dinner" is this a date?

My school has this weird trend going on where people post their social media accounts for others to follow so we can make friends. Well one guy and I exchanged account and we haven't spoken much.

Tonight though, he posted on his story a link to ask him questions (not anonymously) and so I asked him to share a selfie since he doesn't have any pictures of him. He sent a few of himself privately to me.

I laughed because he looks different in everyone. He kept asking why that is and I couldn't explain it over text as it was too long. Then he said "well let me take you out to dinner sometime. haha."

Is he asking me on a date? If so, how do I politely decline as I am not attracted to him?

It'll be helpful for him in the long run. He doesn't realize how lame he is, and you'd be doing him a favor giving him a wakeup call.
