That depends on how the dynamics of the relationship is. Either one should feel comfortable to do that.
Neither should say it. Both should let their actions do the talking.
Women fall in love slower, so usually it is better if the woman does so.

Sometimes we pick the wrong partner. Just gotta pick yourself up and try again. Hopefully they dont have a “type” and maybe they won't choose another crappy girl who uses a mans emotions against him
