Do I talk and explain it to him or cut him off?

I have this one close guy friend whom I have known for years and I consider him only as a my little brother as he's 2 years younger than I am and basically seeing him grow up initiated that brotherly love throughout the years. No shame or shade towards girls who date
younger guys but for me it doesn't work that way (I also don't really see me with older guys, someone same age or 1-2 years older is just fine). Recently as we were talking about some light injury he got during his football game (not US football but actual football ©) and he said
"oh _ you look so good after me, you'd be the best wife l'd ask for and l'd love it when I had
games you would come more often and wear my jersey" and I don't know I was
straightforward and told him nothing of that sort will happen between us because he's only like my younger brother but even after weeks he is not giving up. I have started seeing this guy who is older than my by a year and he is not from the same country as I am and unfortunately my people are keen on that we never "dirty our blood" and basically marry or date outside our culture (the guy I am dating is mixed but very light skin but that still didn't stop racist remarks thrown to him), so when I took him to meet a couple of my close friends, my guy friend (the one that's younger) let's call him Mil, he was being so shady and saying
"baba would not want this" trying to cover his remarks with "jokes" even though they were making the guy I liked (not boyfriend yet since we're taking it slow) slightly uncomfortable. I talked to Mil but he threw a tantrum and went on how he's better for me and I am making a
big mistake. I am planing on leaving for Spain to continue studies there with Gus (the guy I like) as his birthplace is also there, my parents approved of me going but I don't know how to tell Mil
