Face-to-Face communication is much better than texting for stuff like this.
You’ve mentioned that he’s a terribly shy guy. He’s probably worried about rejection. This is the 21st century, lol.. many guys will be ecstatic if girls make the first move. Nothing wrong with you asking him to prom. Don’t make a grand gesture or anything. That’s a waste of time and energy. Go over to his house, and say: ‘Hey, I was wondering if you wanted to go to prom with me? I don’t have a date and I was hoping you’d go with me?’ Maybe talk to a couple of his friends and gather some ideas. The worst thing he could do is say no and if he does, just remember: the world won’t end and you’ll find another date.
Is he online and not replying? Sometimes, I see messages and don’t reply. I have a lousy memory. He may have wanted to reply but then thought he could take some time to think and then reply and possibly forgotten about it.

In cases like this it is better to just go and talk to him rather than text. You may want to talk to your friends or any person he talks with to make the link easyer.
I must admit that I did not have a "prom" US style. Im from Europe and it was more like a festive dinner or party. Nevertheless, even if he goes alone or anyone else goes with him, nothing stops you from talking or even dance with him. You just got to meet him where he is, basically.
If somebody expected me to ask them without any clear signs or without asking me herself that's somebody I'd rather avoid
