Scenario: who is right here? do they have a right to be annoyed?

Person goes to work for a well established place to work. This person does what he is suppose to do. The others who work with him gave him grief over everything from when his mother calling him (who was sick) to him coming in on his days off and harassing him or if he dont come in he will be fired (Even though he performed better than anyone else)

When the evaluations time came. Management made baseless lies about them saying "They could not get along with others" when they Incessantly harassed him - under the guise of "We were just joking" when they weren't

When promotion time came along, they were bypassed again more than once, and finally promoted him, only after the fact of a family member having cancer.

But those under him did not like it because (a) it wasn't them and (b) they were of a different racial ethnicity and made more baseless lies about him.

Yes. Bullying in the Workplace should not exist. And those who did should be held accountable
No. Nothing was done wrong, why should a person of another race. If he wanted he should of worked where his own race is
