In that time period, prisoners would have been shaved to prevent lice (which also carry disease, such as the Black Plague), and to prevent prisoners from hiding things in their hair (including beard hair).
The movie wasn't realistic - they made an artistic choice rather than strictly adhering to history.
I don't know about the book, but in the amazing stage musical this abomination of a movie is based on, the prisoners do not have shaved hair.
No idea, it don't seems logic at all. I think in the book they shaved their beard too but it been so many years I've read it I don't remember ><
