Yes. It's a Remote Production Truck with a big TV (or, in older ones, a green-screen, but those have been mostly phased out), with a picture of Amsterdam behind him. Government figures almost never allow "real" pictures of their whereabouts to be on video live, because people could figure out where they were.
I've worked on TV interviews a couple of times, and unless you are close to a major studio (LA, NYC, Atlanta), the norm is to be interviewed in a remote truck. The studio still has complete control of the environment and has everything set up and ready to go.

when you walk into a TV studio they have digital backgrounds for wherever the person is supposed to be. So if a commentator works out of Seattle but is visiting Nebraska they can put up a background for Seattle, or anywhere they want to be
