My friend is in debt, I need help?

So I have a friend that is turning 26 this Sunday and he is about 40 000 USD in debt because when he came to this country. He was applying for jobs and was living on minimum. He got his own apartment but didn't get the money until the day after he moved in so he couldnt pay for his insurance. He accidently left the stove on in the kitchen and it burned down. The problem is he has searched hundreds of jobs he is currently working but his job time might not continue. The mortage on the debt or whatever its called is just going up and up. I was wondering any ideas on fund raising? I know Gofundme exist but anyone has any other idea?

This happened like 7 years ago and he is still in debt so I want to help. He has made a deal that he can pay half but he has to pay it all at once. Any idea on what to write and how to use Gofund me or something else I could do? Any tip will be appreciated!

This is NOT in US. I translated the value of the debt just to get an understanding on what he is dealing with. Maybe starting a gofund me with all papers showed for evidance of debt?

Okay I've lend him a lot of money before but it never helps so I've stopped but what advice can I give him? I feel like he will never be able to pay it off I just wanna make the money Quick so I can do it for him
