If someone tries to poison a dog (but fails, dog survives), what should happen to them?

Someone tried to poison my friend's female Husky (Julie is her name and she's friendly with everyone) just 2 weeks ago by leaving fat poison and chocolate. Julie was taken to the ER Vet, survived and is doing well now. My friend is now distrusting of others and this has traumatized her. Julie has never given anyone trouble and she lives in a quiet, peaceful neighborhood full of friendly people.

Here is the shocking part:

They've already found who did it. The culprits were 9 year-old twin girls; children. They were blaming each other until one of them admitted to it. This was their first time they tried to poison a pet but fortunately their attempt failed. It's said the girls come from divorced parents and are victims of child negligence, along with possible molestation too.

I'm still in shock to be honest. Whoever does that needs to be away from society. They're dangerous already but those culprits are still children. What should happen to someone that attempt to poison your pet but your pet survives?
