a lot of people do it, but i think you also need to consider circumstance and age group. for example, a lot of college kids talk about doing things and never follow through, but this is because they like to have fun and think of fun things, but then dont actually have the means to carry through (say they'll go somewhere but dont have a car on campus, say they'll do something but get caught up with homework, etc)

Sooo many and in so many different ways. They talk about guys they'll hook up with, two of my friends talked about fighting each other (both were all talk and no action about this), etc. They just feign confidence and I really don't mind it unless they insist on me taking them seriously. Usually I ignore them.
i just give up taking their word. like you get me all excited and then change your mind last min? fack you, go have fun without me.
I used to have some that were like that but I hate people who talk shit.
People who stick to their word are much better quality friends that will be good for the long run. If they're just disorganized snd don't mean to cause trouble its not too bad just annoying. But if they try use it for their advantage then they're no good I've found.
More than half of them... I don't really care since I never expect any of them to actually come through. One of my best friends always talks about meeting up at a certain time and I know it'll never happen so I don't even bother getting ready most the time. I'm actually not like that at all, if I say i'll do something I do it.
