That person you show is a KPop emulator. KPop & & other Asiatic stars are designed to be youthful looking, etc because the majority of their fans are teenage and young 20s girls who quite honestly don't know much about the world, not actual grown women.
It's not a cultural more' here and most men see makeup as feminine, gay, girlie. There's movement toward doing more skincare, as Brad Pitt has started a men's skincare line. He's pretty well respected as straight and butch enough and he's a good looking man, so we're on our way!

Skincare yes, makeup no.
Nobody likes dry crusty skin.
Makeup maybe if you're on camera or cosplaying or something but adding a potential irritant should generally be avoided.
It's not the makeup that makes your skin dry and crusty 🥴 You naturally have oily, dry, normal or combination skin. You then accordingly choose makeup suitable for your needs.
I wouldn't know. I might paint half my face blue during the apocalypse but that's about all I need in terms of makeup.
