A loaded question is a question that is based on an assumption that may or may not be true. For example, "Have you stopped beating your wife?" is a loaded question because it is based on the assumption that this person has been beating their wife, which could very well be false.
If you are wondering what that has to do with your question to your drunk friend, then good, it shows that you understood, because your question to him was not a loaded question. Your friend was drunk and didn't know what he was talking about.

LOL, he's being sarcastic and probably laughing at your drunken state. He was prolly a little tipsy also. He's just saying why would ask that question? As in he's telling you "Of course i like you!" But you'll have to ask him where he wants this to go. 2.5 years and y'all are friends, who knows. I'm just getting into this friends first before serious relationships myself. So maybe he needs some direction? Or so do you? :D If it's a great friendship I wouldn't be scared to ask :D
It means he can't give you an answer you would be happy with.
