It's a servile gesture. Think about it for a minute. It's obvious you're pretty or you wouldn't bother with this question. If it's obvious to everyone, why state it? Wouldn't stating something so apparent come across, in a general sense, as flattery, as someone toadying up to you? It's very common to see this sort of statement as a blatant overture, someone desperate to get into your pants, who probably never will.
There are a few reasons:
+ They are intimidated to appraoch you in that way
+ It's much easier to say someone is attractive online
+ Maybe you're not attractive to certain people
+ On the flip side, maybe you're really pretty and this pushes guys away
Those are the main ones I feel.
Honestly, it's hard to compliment just about anyone without making it awkward. Men probably don't have the confidence/shy to compliment you in person.

they probably don't want their head bit off... i never tell anyone their pretty anymore, unless i am dating them... nothing positive comes of it for me, but there is enough risk to be a deterrent... online there is less risk...

Men are shy to say things like this most of the time. On the internet it is easier and they seek more attention from girls. I'm sure if they tell you that you have a nice style, or what you're wearing today is nice or that you have a beautiful smile, they think you're cute.
Mm they probably know that you get that compliment so often already, it would feel redundant if they said it too and annoy you, so it isn't in their mind to tell you you're pretty
If you're atrractive and know it, why do you need constant reassurance? Are you dating any of them? If not, why should they be telling you that toure pretty? If you are dating them, why not ask them why theyre not complimenting you?
Feminism. If a guy dares to verbally call you pretty he's opening himself up to a world of hurt and retaliation.

It might be a consequence of where you live. If the area has a huge liberal base, it might be the feminazi influence where men won't compliment a woman, because it's sexist you know. Other then that, it might be concern over rejection.
