I've forgotten many names before. One trick I learned from a wise man (ha) is that I'd introduce my friends to that person. For example: "Hi, I'd like you to meet my friend, John." She'd say: "Hi, John. Nice to meet you. My name is Alice." Works every time and I won't have to go through the awkward process of asking for her name.
I wouldn't say "Hey you, do you remember my name?" You want to save him face and not have him feel embarassed so find some other indirect way of reminding him.
It's also likely he didn't forget your name and that's the way he likes to greet you. Although I think it's a bit weird.

Well, if it were me - I'd be only doing this if I had forgotten someone's name.
Like Jess has said, playfully respond with "Hey, remember my name?"
haha it could be either one. You could joke next time he says 'hey you' and just say back in a friendly way 'hey you, remember my name?' that way you can undirectly find out if he did remember your name or not. If he didn't then you can just remind him and say 'don't forget!'.
The other possibility is that he is just trying to seem friendly and likes to say 'hey you' to people he greets. Also check if he does similar greetings to his other friends etc.
Yea you're right, not everyone notices these things.. just don't think too much about it but just simply that he wanted to say hello.
