Does he like me, I think he is interested?

I have this guy that I’ve been seeing at one of my sporting events for a while. We always talk. He hold long eye contact and always smile. Is flirty and touchy, I don’t think he is like that with anyone else ( from what I’ve seen). Long story short it got to a point where I nearly asked him out - well just threw a big hint, asked him if he had a girlfriend, that led to a conversation about us going out. Pretty much I told him a wasn’t joking about this. He seemed super happy and was the one that initiated the whole going out convo after I mentioned the girlfriend. However he hasn’t done anything since. Oh also he notices small things about me and is interested in my life outside of this sport I sort of went slightly cold since then because well I thought he wasn’t interested, which in return cooled him down a bit too, he wasn’t as flirty because I stopped being flirt. But now I am noticing that his interest or something is coming back. Like he is being touchy again, throwing the odd compliment etc. so I am a bit lost. I don’t know if he is playing games. He has done through a difficult time in previous relationships, where the partner betrayed him so I don’t think he’d act like them but also he definitely could be.
the Friends that I’ve told about also thought that he definitely likes me, we’re super confused when nothing happened. When we had the whole convo about going out it sort of seemed as thought he would ask me out, like that is the expectation that I saw coming out of itn
