How to get to know I guy better who I have no mutual connections or lectures with?

I met this guy a while ago at a game but I never got his number or anything and our college is really big so I’ve only seen him about twice since. I found his Instagram and he followed me back but he hasn’t said anything or intersected with any of my stuff (posts, stories, highlights, etc) I feel like straight up dming and flirting would be odd since we getting really get to talk too much. Is there anyway I can get to know him better in person when I have no mutual connections or classes with him?
