Why do men frequently stare at a woman for months but not approach?

A guy in college I‘ve only spoken to once makes it obvious that he Stares at me (sometimes for 5 or more seconds) yet he never approaches. Why does he do that?

I remember one situation really well where I emailed my crush from a disposable email that I liked her in high school , even though we would talk everyday in school. She replied to my the email, asking if it was me who sent her the message. In a panic I said no and carried on the friendship until the school year ended, I never saw her again

Yes this can be Also a reason that she's unapprochable like she didn't go out much , shd didn't have much friends , she didn't like to meet strangers, she had kinda made barriers , she didn't had guy friends , she didn't gave the signs of liking many more
