I was at a party bar and I looked at this girl. When she made eye contact with me she smiled. I know that can be interest but it can be friendly also right? Like I said this was at an upbeat bar and all.

It's tough to say for sure man. Could be interest, could just be friendly. Girls smile at dudes all the time without meaning anything by it.

If it was me, I'd try casually chatting her up first before reading too much into the smile. Say what's up, comment on something fun going on, whatever. Get a vibe for how she's responding to you.

If she's engaging in the convo and like laughing at your jokes, maintaining eye contact, then maybe she's feeling you. But if her replies are short and she doesn't ask many questions back, she's prob just being polite.

Body language too - interested girls will face you more, lean in close sometimes. Distant body means just friendly most likely.

I'd say try talking to her once, see how it goes. You'll pretty quickly know if there's a spark or nah. No harm in taking a shot, but don't get ahead of yourself until you interact more, ya feel? Good luck homie!
