Maybe the guy is testing the waters.
Maybe he wants to see what it's like to have a one-on-one conversation with this girl for however long it takes to drive her home. Maybe he's trying to find out if she'd be receptive to going on a date with him.
And it's safe because he's not doing anything officially flirty or aggressive. If anyone asks, he can say. "All I did was give her a ride home."
And if they had a good conversation on the way?
If they have a good conversation on the way, maybe he'll ask her out. Not right then and there, necessarily, but like the next day, or a couple days later.

If the girl wants "something" to happen, being alone in front of where she sleeps makes that awfully convenient.
Wise he likes her. Simple as that. No rocket science behind it. If she’s willing to let him take her home chances are she likes him too.
