No, I'd never stare at a person -- or want a person to stare at me. It's too intense (at best) and creepy (at worst), especially if you don't know each other. Typically, if I walk into a place I scan for friends. If someone interesting is in my field of vision while that's happening and they happen to look or smile or wave, I'll respond with a smile or a nod (very basic friendly gesture). If they're interested, they'll come over while I'm with my friends.
