How can you tell when being called curvy is a compliment?

Once my friend was feeling insecure and thought she was fat even though she's not, and I tried to make her feel better by telling her she was fine and that I was bigger than her and a little overweight. And then she said 'but you look curvy'. In the past year and a half I've lost 22 lbs (but I was a few pounds bigger at that time). At 5'1 and 136lbs I am still in the overweight section but at the lower end. My measurements are kind of curvy and are 34-27-39.5. Does it sound like by calling me curvy my friend was saying that 'you're not fat, you're just curvy' kind of thing to make me feel better, or does it sound like an actual compliment?
