Why confident guy would stare but not approach?

If a guy stares a lot, making eye contact nearly seeking for you to look him in the eyes, it means he finds a girl attractive or what?

also, if he has no problem with getting along with other girls, why does he only stares but doesn't talk or approach?

What total and utter bs from kimorex.

He could very well be introverted like I am - when I stare and don't approach a girl it's because I find her to be extremely attractive and I don't want to mess up my first impressions with her, so the safe route is to not approach at all, and thus hoping that she'll make the initiative, but then again sadly almost no girls do that
