There is this girl, were both in college although she is graduating. We've been friends for about 2 years now. There has been times when we snap often and text often. Then there are dry spells where we dont talk too much. We usually go get coffee in the morning twice a month and set up a time to sit and talk during those meet ups. When we do talk she love reacts my messages, sends heart emojis as well as the old school <3 (I dont know what the difference is in meaning but I've been told there is). With all that people tell me she is interested, but I can't tell cause then we dont talk and she doesn't seem to reserve that much time for me. I just dont know how to move forward. Note: she is graduating but is living 10-15 minutes from campus and told me we will still see each other.

But, why don't you ask her directly rather than to hypothesize whether she likes you or not? At least you would have a definite reply and could act accordingly.
