Was she never interested in me?

I attended a Management course with a girl I really like last summer in The Netherlands. Every day I used to walk into the class, she'd smile at me and keep conversations going. I genuinely felt like she was interested in me. She occasionally touched me playfully during the breaks and after the classes. When I left for my country, she hugged me and told me she'd love it if I visited her country Croatia.

We kept chatting on Instagram. She sometimes kept me on seen in the beginning. Nowadays, she almost never replies or likes the text. When I texted her saying take your time and space, she said she's having additional responsibilities at work these days. She said sorry a few times but I regularly see her watching my stories, liking my posts and posting stories too. She likes to send voice messages on IG but has rarely initiated conversations.

What do y'all think? Time to move on or talk to her about it?

She does seem like giving mixed signals. Also, she used to sit beside me whenever space wss available. I hate it when women play this double game!
