Does it something have to do with guys being expected to be confident when they talk to girls, so when they are nervous it “breaks” that “rule”?
In the context you've provided, cute is just a word used to describe a guy who acts all mushy-gushy in front of a girl he likes or is attracted to. It's the equivalent of a guy calling a girl pretty.
