Women do this sometimes on a subconscious level when they're attracted to someone they're speaking to. If she's nervous, it's a way in which will make her feel more comfortable but this is pretty dependant on the person

Not necessarily , I have ADHD so I attend to play with my hair while I speak either over the phone be or face to face with people.

I personally do not do that at all. I just freeze up and fight to not stutter lol. I guess women who do that either have a habit of playing with their hair when they're nervous or they're flirting.
