Why do women block, unblock and block again?

It seems kinda stupid.. my exgf blocked me maybe 2 months ago.. and unblocked me last month and while I didn't care or notice I happened to type in a person's name and she showed up.. I thought it was a glitch but it really did turn out for her to unblock me.. funny thing is I never tried to talk to her at all as if she didn't exist she left that for like 5 weeks and this morning I found out I'm blocked again lol... Is this some type of women code?

Not just "women", this is what a person, of any gender, does, when they have severe lacks in maturity and in communication skills, or, when they struggle letting someone go and want to keep hoping in getting contacted again.
Let her do her workarounds. If that was a way, for her, to help herself moving on, struggling, well, she will move on at some point anyway.
If, instead, she wants to cause a reaction, she has to communicate you directly what she wants (because, objectively, you can't know what she wants to cause with that). Don't accept her game where you have to overthink about the meanings behind her silly moves. Require minimum responsibilities and skills in communication and ignore anything that is not direct/mature enough... So, so far... Ignore that. Until she actually reaches out, if she actually does.
I wouldn't be this harsh if she was a teenager, but you are 37 and I assume she is at least 30+, so... Let's assume and require an appropriate level of maturity, and that she did that just for herself.

She's 26 but I think she knows my birthday is coming up but again I'm going to stick what I was doing... which is nothing.. I assume she was expecting me to reach out to her and I think it threw her off because I won't do that at all.

That's called toxicity and immaturity - it exists in everyone to a various degree.
