Would it be weird for me to go up to a girl and say “Hey I think your cute can I get your number?”. If it is weird is there another way I can ask for a girl’s number?

You don’t have to dive right in to asking for her number, you don’t even know if she’s available to date, and you might make her feel guilty if she has to reject you and doesn’t like confrontation. I don't know how smooth you are but ideally you should approach, compliment her, try to chat a bit then ask for her number if she seems interested.

Not necessarily, but you'd do better starting a conversation first? Otherwise she has nothing to go off except looks

Personally I don't think it would be weird. I would be flattered! But I think you shouldn't start off with asking her for her number. Maybe just start a conversation. Or compliment her on something.
