If a girl is flirty with every guy at a party, but doesn't come up to you, is she not into you?

I was at a party and the girl I'm interested in was there too. I've known her through her sister, which is my best friend, for some time now, but we haven't spoken too much. She knew most of the guys there and was a bit flirty with them (she is generally a flirty person), but she never came to me. Though, we danced and sang together like 2 or 3 times.

Later that night, when most people already left, she said she knows me well enough to say something quite weird (not to me specifically).

Does it mean she is not into me? She doesn't really show disinterest, but no real interest either and I'm really confused.

If she is not showing you real interest, and you can feel it, and she’s showing interest to other guys that means she doesn’t like you the way you hope

I think that's a wise conclusion to come too. But, why not approach a girl that does that just to make sure?
