If a girl says she wants to "kick it," does she just want to be friends or should I not read at all into how much she likes/doesn't like me based on this?

This sounds like a girl who wanted you to ask her out, but you didn't, so she had to find some way to get together with you without sounding like she was asking you out.

You should change things up by telling her "Yes, I want to take you out" or something along those lines, something that takes this off of her hands and puts it into yours. If really, all she wants is friendship, this will help you figure that out and if you like her more than a friend, much better to find this out now than a few months from now when you keep hoping more will happen but it doesn't.

I'm just trying to figure out where we stand. We dated a while back, ended it, and then last week we met up and went out again, after having talked/texted for nearly a month. I then took her home and we made out before she went inside.

Fast forward a week and I got a bit sassy when she wasn't able to hang out again (she worked a long shift and was too tired to go out). We didn't talk for a few days and then I apologized, she accepted it, and said she was sad that we couldn't "kick it."

Why won't you ask her "What do you mean we couldn't "kick it"? Define "Kick it" - Not many people say that now-a-days.

It's pretty similar to "hanging out", "enjoying our time together"

Normally I'd think that but I've never heard her say that before. I was thinking it's her way of saying she only wanted to hang out as friends, being that "kick it" is a rather tomboyish phrase. Maybe that's just me, though.

Would most girls flat out say they just want to be friends or would they try to let me down easily in this situation and hope I pick up on their clues?
