I back off. There's no point in getting jealous of a girl that is an unknown commodity that has clearly chosen to associate with males other than myself. If she is drawn to other guys, it would be illogical to assume that if I just butt in she will change her mind and her innate reaction to avoid me will completely dissipate and not factor in the long run.
Now, if it's a girl I'm ALREADY with, I'd get jealous and I'd let her know about it... Later.

I don't get jealous. If I have to worry about my partner screwing some other guy then we don't need to be together. If I saw her doing it, that would be the last night we are a couple. Trying to make a guy jealous is petty childish bullshit and has no business in any relationship.

Here's the thing, if a gal is trying to make me jealous and I'm interested I continue as I am. I really don't get jealous anyways.

I've experienced this personally. My opinion is if she's interested then her trying to make me jealous by doing this with another guy is totally the wrong move. If I thought she was interested and see her doing this then I'll have the WTF attitude and walk away. I have no time for childish BS and if that's what she needs to get attention...then she can have all of it and count me out.
I guess it depends if I'm interested. Some guys are shy or wait for the right moment to ask a girl out. If he sees her with another guy, it might make him jealous enough to make some kind of move.
If he wasn't interested or was on the fence, he'd probably just move on to the next girl.
