DO NOT DATE ANYBODY YOU WORK WITH!!! If something bad happens you will be seeing them everyday. So quit your job and then date them... Which is more important to you? LOVE or MONEY?
I would try to find out if he has a girlfriend first of all, if he does it is best to steer clear of him. If he's single it maybe a bad idea still because dating your boss is not a good idea.
what you said that you won't make a move until he ends his relationship is right and great. but think of another question, how long until that happens?
Because If he hasn't done anything to facilitate more interest in you like ask you on a date or be together alone. Then just leave it alone because romantic relationships with the boss or emplyee's can cause problems for you.
i understand what your are saying, but i'll be leaving the company in 3 months, when i finish my internship. Hopefully we can stay in touch then, because as you said, we can not be flirting at the office, since there are always people around. (this is in case he does like me back, which i still don't know)

Well I had a huge crush on my boss once, and let me tell you I'm really glad I didn't pursue because work relationships ruin so much.
He might find u attractive but his loyalty to his girlfriend is making him react the way he is. Let him be he is taken.
