Can a man mumble "I love you" and mean it?

Every time he says it he drifts off or says it really low. The very first time I thought he said was face to face but he put his head down and mumbled it. Now, every time he says it now is via phone (don't see each other often) and he'll say it, I'll say repeat it can't hear it... waits until I'm talking says it again and/or tells me I already know how he feels about me... but his actions are contrary to his words, to me at least... he sees otherwise. Thoughts?

He's just being manly, and not showing his feelings face to face. A traditionalist. Most guys are taught to conceal their feelings.

are you two together? if so then he can't mean it, but if he likes you but you aren't a couple he can mean it and be nervous.

He might be embarrassed by or is socially awkward.
