When a guy stands or sits really close to a girl in public, would it mean that he is attracted to her?

I sometimes notice guys sitting/standing really close to me in the public (on the bus, in the subway, etc.) when the bus/subway is otherwise vacant. They would also look my way whenever I make simple movements (such as look up or put my hair behind my ears). Do guys do this when they are attracted to a girl? And if so, why wouldn't they just talk or approach the girl?
I am asking this because I sometimes find these guys attractive and would like to smile at them, but don't want to make the environment awkward if I misinterpreted the situation. So I would like to hear your interpretations of this situation first.

Ccara64, it is quite clear, if not obvious that the guys that have chosen to sit next you out of all the available seats are attracted to you. The reason they may not approach or talk to you is because men are human, and every human being is afraid of getting rejected. As you had mentioned, making an advance at a stranger that is non-reciprocated only creates awkward situations. Hence, they would rather make subtle advances, such as sitting close to you to engage a response from you. If you were to return them a smile when they looked your way, then this will create an opportunity for them to talk to you.

Yes.. Guys who are attracted to a girl.. Yes, would "move in closer." They do this in hopes to be low key lol
It's just like a magnetic pull, they just can't stay away.. So if you smiled and said hi it wouldn't be a bad idea..

I can't tell if you're joking or not. But if it is the latter than you, my friend are the sole reason why guys are so intimidated of approaching girls nowadays. Because everyone fears rejections, and men's fear of rejection is shaped by the response they get from women when they attempt to display their interest. In which this case, by telling Ccara64 that they were not interested in her but merely that seat out of the million vacant ones, you are telling her to dismiss these men and the advances they have attempted to make.
