It's quite hard to mistake someone's actions as one thing and have it be another. Not many guys are extremely touchy feely when it comes to girls, most of them want to act the tough man.
Maybe keep an eye out and see whether he does it with anyone else, any of his other girl friends. Also if you do like him, become a little more touchy feely with him too, hug him a little, touch his arm when you're talking, lean into him when he says something funny. It might be a sign that he likes you so if you subtly start becoming a little more cuddly with him he might get the message. Similarly if you don't like him, maybe distance yourself instead of getting his hopes up :)
Maybe he likes you. Maybe he just feels comfortable with you. Don't jump to anything, ask him about it, you don't want to end up without a friendship with him because you jumped to the wrong conclusion.. If you don't like it ask him to stop.
He likes you. These are more intimate forms of touching rather than touches that signify comfort, so he's likely trying to gage your touch barrier and how receptive you are.
He trust and feeling comfort around you may be it is first step so wait but if you like him then just move first otherwise wait
