I've done this. The idea is to get the girl to catch you checking them out and then gauge their reaction. Often you can tell if a girl doesn't want to bothered, maybe you look like you don't want their advances? I'd say just smiling back and then looking down away could do it. But a lot of young guys are still working on their ability to approach a girl. It says you're 18, if they're around that age, they are probably still working on their confidence. And then of course there are just a lot of guys that just want to check you out but have no intention to approach, but I don't know why those guys wouldn't be more discreet.

Lol girls aren't discreet actually they stare in such an obvious way as well.
People do that when they are attracted and wondering what to do.
Some dudes like to window shop a lot of my friends are like that. They simply just watch women walk past and start chatting nonsense about her.
