He avoids me but keeps on watching me from a distance?

Me and S were classmates at our old town and since then, I had a crush on him. My friends told him about that. He finds a way to talk to me even if I tried to show that I'm not "interested" in him. We kept doing that to each other until he moved to a different town. Two years passed and I realized how true what my friends were telling me that he has a crush on me too based on how he is acting around me from the very start. I was just too naive.

A year later, I needed to move to the same town where he is because my guardians live here. I didn't want to at first because he might think that I moved because of him. We didn't see each other for a couple of months and I was okay with it. Until it happened that he drove to my workplace to buy something, that's when I saw him after a long time. I chickened out so I let my other co-worker bring his order to him and my coworker said he was laughing. Then he drove again that's when he asked me if I'm from (the name of our old town) and I said yes. It also happened that we go to the same school and have the same class. He used to sit really far away from me (we were like avoiding each other) then a couple of weeks ago, he started sitting right beside me. He once sat at my desk and I had no choice but to find another spot and I saw him watching me while I was walking in front of him. I usually leave my book on my desk because it is my spot then when I came back, I found it on the floor. I knew it was him because my teacher usually puts it on her desk neatly. And now it seems like he's only going to class when I'm not around but whenever I walk to my car, I see him watching me inside his truck and would only look away when I catch him. Yesterday, when I was in the driveway he went to his truck and drove right behind me and followed me then left. At first I wasn't sure if it was him but I looked at the side mirrors and it was him. I don't know what is in his mind. Why is he avoiding me?
