Why would a guy say hi to a girl really quietly?

Whenever I say hi to this guy or see him around, he always says hi to me really quietly and then runs off. If his friends are around or mine are, then he pretends not to see me. I used to try and have conversations with him, but he would be very quiet and hardly say anything about himself, but try and ask me questions. He also used to stare at me. I've heard that this dude is inexperienced & sweet, but he is very outgoing & talkative & confident around other people including girls, so I am not sure why he is being so quiet. Other guys usually say hi to me & have conversations with me & are fine, so I am not sure why he is like this. I would try & have more conversations to get to know him, but I feel like I am inconveniencing him.

Perhaps he likes you and him showing he likes you is coming across in a shy/creepy way due to inexperience/personality. Perhaps the hi's are designed to get you to take the first step
