So when me and my boyfriend cuddle sometimes he makes little noises like moaning kind of i don’t really know but he make little noises and I’m curious as to why he does.. could it mean he’s turned on?

So in my experience that's usually just some small sign that the person is comfortable or you're doing something that makes them happy and so they're giving you a small reaction.

When my ex and I would cuddle up if I wrapped an arm around her or ran a hand through her hair she would make a little noise similar to what you described. She told me it wasn't even always entirely a conscious thing but just a reaction she had because she was comfortable and it was pleasing. I've noticed that (while pretty rarely) I've done the same thing here and there and sometimes even just on purpose because it usually makes your partner happy to know that they're making you happy.

I wouldn't say that it necessarily means he's turned on, it doesn't always have to be a sexual thing. Small intimate acts like holding someone, a kiss from behind on the neck, etc. can still provoke those reactions. Its likely it just means he's in a comfortable position when you're cuddled up and it's a natural reaction he has to something that's intimately pleasing
